The Saudi Data and Artificial Intelligence Authority (SDAIA) has introduced the updated version of its AI Ethics Principles, dubbed “AI Principles 2.0“. Here’s a breakdown of the major changes and the implications of the framework:

1. Purpose:

SDAIA aims to set a standard ethical guideline for AI development and usage in Saudi Arabia.

2. The Seven Core Principles:

  • Fairness
  • Privacy & Security
  • Humanity
  • Social & Environmental Benefits
  • Reliability & Safety
  • Transparency, Accountability & Responsibility

3. Unique Compliance Approach:

Rather than just ticking boxes, the principles are set to be an integral part of AI projects from the design stage through deployment and monitoring, promoting continual compliance.

4. Who Does It Apply To?

All stakeholders in the AI domain – developers, designers, users, or any individual affected by AI in Saudi Arabia. However, there’s some uncertainty regarding its obligatory or optional nature.

5. Changes from AI Principles 1.0:

The AI Principles 2.0 does away with exceptions where non-compliant AI systems could be built under certain circumstances, like public health emergencies. This emphasizes that ethical considerations are indispensable.

6. Risk-based Categorization:

  • Low-risk AI: Compliance is suggested but not mandatory.
  • Limited or High-risk AI: Must abide by the AI principles and related controls.
  • Unacceptable Risk AI: Systems with risks, such as child exploitation or those endangering lives, are outright banned.

7. Tools & Roles for Compliance:

  • The framework offers tools for risk assessment and mapping.
  • Entities adopting the AI Principles need to oversee their compliance. Key roles include the Responsible AI Officer (RAIO) and the AI System Assessor.

8. Optional Registration with SDAIA:

Entities can register with SDAIA voluntarily. A ‘badge’ system is proposed, which will signal the entity’s commitment to the AI Principles, aiding users in identifying reliable AI solutions.
